Showing up at Paper Windmill venues with a crew cut, sports t-shirt, and jeans, Chen loves performing arts. He founded RC Cultural Arts Foundation, one of the initiators of the β€œPaper Windmill Taiwanese Truck Art Project,” to promote folk arts, open culture, and enhancement of societal communication through arts. The foundation has been supporting Taiwan’s cultural development in visual art, performing art, etc. They also aim at being the angel investors in societal service innovation plans, participating in NPOs and social enterprise strategic planning proactively, developing β€œmutual benefit” partnerships, linking different functions to amplify the effect, and expanding social impact.
