Born in Douliujia, Changhua County. Graduated from NTTC and TKU majoring in English Literature. Master’s in Education from Northeastern University; Certificate program from Public Service Leadership program NTU.

In the beginning of his career, Chen started as a modern literature writer then started his teaching career and focused on children’s literature creation, translation, editing, and children’s language teaching material development. Published children’s stories, songs, poems, storybooks, poem critics, translations, editing more than 300 books. Awarded Golden Tripod Award, Children Literature Creation Award, Hong Chien-Chuan Children's Literature Award, Best Publication Award by Ministry of Education, CICLA, etc.
